When on March 14 this year, the Congress headquarters in Guwahati's Rajiv Bhavan was rocked by a powerful bomb explosion triggered by anti-talks Ulfa under 'commander-in-chief' Paresh Baruah , resulting in injury of four Congress workers, there was popular belief that the Congress is paying the price for bifurcating the Ulfa and Congressmen will be the victims of Ulfa assaults and party will be routed in the polls. However a Congress strongman, Tarun Gogoi, was convinced that this bloodshed will not affect the poll prospects of the party. Rather, it will embolden the party to do better in the polls. Gogoi was proved right and on May 13, his party got a massive mandate, creating history by romping back to power in Assam for the third term. Goan Burah, the village headmen as Gogoi is called in the Congress party, in an exclusive interview to Bikash Singh, promised to bring the insurgency problem of the state to an end in the next five years and rejuvenate the rural economy.

Did you expect such a result in favour of the Congress?

My calculation was 65 seats. However , I never thought that we will cross 70. Getting 76 seats is really unexpected for me. I am really thrilled by the mandate. My political calculation never goes wrong.

What made this swing in favour of Congress?

See, we have done lot of development work, constructed roads and bridges and empowered women and youth. State government employees got salaries on par with the Central government . Hospitals were created and insurance schemes for farmers were launched. We have made rice at cheap price available for the poor. The public voted for my developmental agenda. A large number of malls and beauty parlours have come up in different corners of the state, where so many youths are employed. This is a move toward development.

Has this win created pressure on you? How are you preparing for the third tenure as the chief minister?

The expectation level will definitely increase manifold. I will go in a massive way for initiating allround development. This mandate is for my policies and reforms. The mindset of people has changed and everybody wants development . We will train our youths to take up different jobs and huge funding will be done for training and entrepreneurship.

What tasks do you think will you have to accomplish in your new tenure?

I will try and end the insurgency problem in the state. I will bring Paresh Baruah to the negotiating table and the anti-talks National Democratic Front of Bodoland (NDFB). Creation of job avenues for the unemployed will be my priority . Once we arrest this problem, the level of insurgency will come down. I will see that the small and medium enterprises ( MSME )) sector comes up in a big way and the agriculture sector gets priority and the rural economy is boosted.

Prior to the elections, there were corruption charges leveled against your government and some ministers. Voters don't seem to have taken those charges seriously.

Those allegations were baseless and without any substance and people of the state had disapproved such a rubbish campaign unleashed by opposition parties and a social activist.

Your coalition partner in the last government, the Bodoland Peoples Front (BPF), has also put up an impressive show and has increased the seats tally. Will they be part of the government?

Yes, BPF will be part of our government . We are partners despite the fact that we fought this election against each other. People voted for the collation government's work. BPF will be the part of new government.

Did the opposition misread the whole thing?

Yes, they misread it. People of Assam do not trust them and see the number of elections they have lost in the last 10 years. People cannot vote for the lawlessness of the Asom Gana Parishad.
