NGO demands withdrawal of no-fail policy/"We demand that the government of Goa review and change its decision of implementing only Section 16 of the Right of Children to Free and Compulsory Education Act, 2009 (RTE),
PANAJI: 'We the people', a Canacona-based NGO demanded the immediate withdrawal of the state education department's 'no fail policy' circular dated May 6, 2011, on the grounds that it has come too late making it difficult to implement.
"We demand that the government of Goa review and change its decision of implementing only Section 16 of the Right of Children to Free and Compulsory Education Act, 2009 (RTE)," said Pravin Faldesai , president of the NGO, at a press conference in Panaji.
Stating that the act had been notified since April 1, 2010, by the Centre, the NGO opposed the "hasty manner" in which it is sought to be partly implemented by the education department of the state of Goa. Faldesai questioned the Goa government as to why it took them more than 13 months to intimate that Section 16 of the RTE Act is to be implemented for the previous academic year.
The NGO demanded the resignation of education minister Atanasio Monserrate for failing to resolve the issue in time. As the circular is issued after some schools have declared their results, the NGO supported the headmasters association's recent objection.
