Governor H R BhardwajAddressing a symposium on ‘Judicial Accountability’ organised by the Karnataka regional branch of Indian Institute of Public Administration and the National Law School of India University, he said there was no change in his stance regarding the appointment of Lokayukta.

He pointed out that when a person without integrity is appointed as Lokayukta, allegations are made against him within a few days and he ends up resigning. This is not a good development, he added.

Without naming anybody Bhardwaj lashed out against those who have been criticising him.
“They go on abusing judiciary, Lokayukta and the Governor, while those indicted by Lokayukta, are treated like heroes. If you want to appoint a Lokayukta appoint the best one. I personally feel that we should ignore political compulsions and work for the country,” he said.

Later speaking on the sidelines, Bhardwaj said that he will initiate action against Sri Ram Sene President Pramod Mutalik for the attack on Bangalore University Distant Education Director Dr B R Niranjan. He said that he is studying the case and would take action against people responsible for it after a discussion with the Vice Chancellor.

Former Lokayukta Santosh Hegde, who delivered the keynote address stressed the need to adopt changes in the selection of judges. He said that the decline in the standards of Indian judiciary began in the 1990s.

Hegde said that by defending some of the judges, who were facing certain allegations, the judiciary has missed an opportunity to cleanse itself. “If there had been an introspection in judiciary and some of the judges were weeded out, the country could have had a better system,” he said.

He said that the joke in the corridors of High Court, states that to get a favourable judgment you need to ‘convince the judge, confuse the judge or corrupt the judge,’ is appearing to be true these days.

On the delay in disposal of the cases, he said that the judiciary cannot take refuge under the excuse of lack of judges and infrastructure as it is the duty of the judge to dispose off pending cases.
