Model code of conduct comes into force in Goa

PANAJI: With the date of assembly elections in Goa set for March 3, 2012, the election authorities in Goa are set to enforce the model code of conduct in the state with immediate effect.

Chief electoral officer S Kumaraswamy told TOI that his office is geared up for the elections. "The database and the manpower are in place. Our immediate concern is the monitoring of the model code of conduct in Goa. We have set up flying squads and we will begin deploying these by tomorrow," he said.




With the code of conduct coming into force, around 12 flying squads in each taluka will fan out across the state daily to curb electoral malpractices.

Joint chief electoral officer N S Navti said that there will be a total ban on government functions, and elected representatives from panchayat members to cabinet ministers will not be allowed to be present on the dais. Navti said there will be a total ban on the issue of tenders for new projects. Wherever tenders have been issued or even work orders issued, the work will not be allowed to start. But projects that have already begun may continue, Navti said.

The government will not be able to transfer government officers without the consent of the office of the chief electoral officer. Also, cabinet ministers cannot make announcements of new schemes and provide grants to any organization or agency without the consent of the office of the chief electoral officer.

Flying squads in each district will enforce and monitor the model code of conduct. Each flying squad consists of about five or six members, including a magistrate, police officer of the rank of sub-inspector and two police constables and two other staff. Flying squads will curb malpractices such as distribution of liquor, money or such inducements.

Besides, 24-hour control rooms will be set up in the offices of taluka mamlatdars, collectors and the office of the chief electoral officer. The control rooms will also assist in the enforcement and monitoring of the model code of conduct, Navti said.
