SOME VIEWS

In a balancing act, Congress on Tuesday said it would
welcome efforts for a negotiated settlement of the Ramjanmabhoomi-Babri
Masjid dispute but made it clear that the Allahabad High Court verdict
does not condone the demolition of the mosque. The
Working Committee of the party, which has now been converted into a
...Steering Committee, on Tuesday met and discussed the issue threadbare
in the wake of the verdict by the Lucknow bench of the Allahabad High
Court.“The Indian National Congress respects the judicial process with regard to the Ramjanmabhoomi-Babri Masjid title suit.“However,
we must now await the final decision of the Supreme Court as and when
the appeal is filed,” the party said releasing a document after a
meeting of Congress Working Committee chaired by party President Sonia
Gandhi.Congress General Secretary Janardan Dwivedi
told reporters that while the party would welcome any initiative for a
peaceful solution to the problem through negotiations, it would not
take any initiative on its own.He declined to comment on the court verdict saying the party would not like to give any “value judgement” on it.“It’s
a High Court judgement and everyone should respect it,” he added.
(MORE) PTI AMR The consensus in the meeting was that it was important
to underline that the verdict in no way condones the demolition of the
Babri Masjid on December 6, 1992 which was a “shameful and criminal act
for which the perpetrators must be brought to justice.”The
party was also of the view that any distortion of the verdict by
communal forces was detrimental to the larger national interest and
would cause harm to the nation’s mood and desire for peace and harmony. The
CWC’s response was in the backdrop of senior BJP leader L.K. Advani
saying the court verdict vindicated his Rathyatra and that it was a
case of faith upheld by law. Sources said that a
few party members attacked Mr. Advani and SP chief Mulayam Singh Yadav
for their reactions over Ayodhya verdict.Home Minister P. Chidambaram, who briefed the CWC on the issue, also touched upon how the minorities have viewed the verdict.
Apart from Ms. Gandhi and Prime Minister Manmohan Singh, a total of
eleven party leaders including R.K. Dhawan, Satyavrat Chaturvedi and K.
Keshava Rao as also Union Minister Ambika Soni participated in the
deliberations on the Ayodhya issue as well as on the situation in
Kashmir.Party leader Rahul Gandhi, AICC General
Secretaries Digvijay Singh, Ghulam Nabi Azad and Prithviraj Chavan,
Defence Minister A.K. Antony and party veteran Arjun Singh could not
make it to the meeting. While Arjun Singh is unwell, others were not
present in Delhi. Ayodhya: Congress would welcome settlement but won’t negotiate.

What is it about Manmohan Singh and inflation?! There seems to be
some karmic connection between the prime minister and the price index.
As a young economist of 41, Dr Singh earned his spurs slaying the
dragon of hyperinflation under the admiring gaze of the prime minister
...of the day, Indira Gandhi. The spectre of inflation had come to haunt
India in 1972-74. The fiscal consequences of a war with Pakistan and
the creation of Bangladesh, of a post-War election and the spending
compulsions of the time and, finally, the first oil shock combined to
send prices spiralling. The opening line of the annual Economic Survey of the Union Ministry of
Finance for 1974-75, published in February 1975, ironically four months
before Emergency was declared, read as follows: “By all accounts,
1974-75 was a year of unprecedented economic strains in the history of
independent India. However, it was also a year of determined action on
the part of the government, demonstrating vividly the basic resilience
of our democratic polity in grappling with crisis situations.”
The Survey’s author, the Government of India’s chief economic
adviser Manmohan Singh, had reasons to be pleased. A year earlier, he
had been summoned by Prime Minister Gandhi and told that neither the
Reserve Bank of India (RBI), nor the ministry of finance, nor any other
economic policy-making institution was able to get a grip on the price
problem. Did he have any ideas?
Dr Singh’s crafting of the anti-inflation strategy of 1974-75 earned
him Mrs Gandhi’s respect and admiration. The rest, as they say, is
history. He was made secretary, economic affairs, in the Union finance
ministry at 44, and RBI governor at 50, the second youngest after C D
Deshmukh (who became governor in 1943 at the age of 47).
But the spectre of inflation returned to haunt Dr Singh in1992. The
combined effect of the 1991 devaluation and a sharp rise in commodity
prices contributed to the “stagflation” of 1992. A year later, he was
once again claiming credit for restoring to the economy its growth
momentum of the 1980s, but with a lower fiscal deficit, higher foreign
exchange reserves and a lower rate of inflation.
But Dr Singh and the price index did not live happily ever after. In
his six years as prime minister, he has had two major episodes of
inflation. The first, in 2006, was triggered mainly by the global hike
in commodity prices. The sharp increase in oil, minerals and food
prices the world over got imported into India.
Dr Singh tried to educate public opinion at home that this
“imported” inflation was a global phenomenon. It was a view that found
endorsement from two very different quarters. On the one hand, The
Economist (UK) said so editorially. On the other, Cuba’s supremo Fidel
Castro told Dr Singh, when he called on him in his hospital room in
Havana in September 2006, that developing country inflation was being
caused by the diversion of land from food crops to biofuels. Rising oil
prices had contributed to inflation, and so did rising commodity
prices, a consequence of such land diversion to biofuels.
In India, the government of the day was attacked and even the
Congress Party kept blaming it for not doing enough to control prices.
So much so, in February 2007 a senior spokesperson for the party, now a
Union minister, attributed the party’s defeat in the state assembly
elections in Punjab to the government’s mismanagement of inflation!
Last week, as the Parliament’s monsoon session kept getting
disrupted on the issue of inflation, nobody from the Congress party or
the central government made the point that the Centre alone cannot be
held responsible for food price inflation in India. It is as much, if
not more, the responsibility of state governments. Why stall a debate?
Why not take the battle into the enemy’s camp?
The Congress party is in office on its own in less than half a dozen
states. The Bharatiya Janata Party is in office in as many, the Left
rules its bastions and UPA allies run state governments too. If the
Centre has been remiss in not managing the food economy well, and
perhaps that is a fair charge (given that the food and agriculture
minister has been busy playing cricket!), what have the states done to
increase food production, ensure better procurement and better
functioning of the public distribution system?
The political economy of inflation management does not make the
Centre alone the villain of the piece. Acts of omission and commission
by state governments are as much to blame for inflationary pressures
building up in the economy. Rather than be defensive on inflation, the
Congress party must come forward with a reasoned defence of its
actions, stating clearly where states, many administered by national
opposition parties, have failed as well.
As so often in the past three decades, in the past six years also
mismanagement of the food and agricultural economy and populism in
providing fertiliser and energy subsidies have all contributed to the
resurgence of inflation. All political parties are equally responsible
for these pressures and state governments must deliver too on better
management of the food economy.
Indeed, the Congress party would only be mocking the people and
making a mockery of governance if, on the one hand, it legislates a
Right to Food Bill, and, on the other, pays no attention to the
policies and the infrastructure required at the state level that would
ensure both adequate production of food and its proper distribution.

across the country is very powerful. The idea is that if you have youth
organization, the youth organization should be built by the youth. We
had spectacular results in this process in a number of states. We are
very confident that we give the youth of MP an instrument that will
...have their voice be heard. I think it is very important that youngsters
should come to politcs. It is very encouraging what I have seeing in
all the states particularly in MP.

I am in charge of Youth Congress and NSUI. And the entire Youth
Congress and NSUI is going to be elected. So the equivalent of the AICC
in Youth Congress is going to be elected. The reason I believe in this
is that I think the youth should have the same politics. I think it is
very important that they step out and they define the politics in this
country. That’s why as far as I am concerned, both the NSUI and the
Youth Congress will be fully democratic. There is not a single
nomination in these organization. Not one nomination.
I believe in the responsibility that I have been given. I have been
told to fix the Youth Congress and the NSUI. And in my jurisdiction we
have a fully democratic elective system. The fact of the matter is that
I am here to build the Youth Congress and give the youth of Madhya Pradesh a
mechanism to raise their voice. And this is not a short term job, this
is a long term job. And this is job I will spend a significant amount
of time in it.

Calling upon the youths to join the Congress, party
General Secretary Rahul Gandhi today said they should not be a

...''The
youth should work with dedication in their respective area and the
party will assess such work sincerely. The efficient youths should be
given opportunity,'' he said while attending an interaction session
with over 1000 youths from Gwalior-Chambal region.
Mr Gandhi, who
has undertaken a three-day visit to the state to give an impetus to the
ongoing membership drive of Youth Congress, said there will be no place
of criminal elements during organisational elections.
He said
elections were held in many states and actions were taken against those
who indulged in irregularities and submitted fake certificates.
According
to party sources, the youths raised questions in view of alleged
groupism in the YC fold in the state and reported domination of the
youths with criminal record in the organisation.
Mr Gandhi said
videography was being carried out during the polls and the party will
not hesitate to initiate action if any irregularity was found.
Earlier,
Mr Gandhi arrived here at around 1000 hrs from Rajasthan's Kota by a
chopper. Madhya Pradesh Congress unit president Suresh Pachouri and
President of Indian Youth Satav Rajiv Satav welcomed him at helipad. Mr
Gandhi was accompanied by Congress Secretary and in-charge of Y C
Bhanwar Jitendra Singh. After spending about one hour here, Mr Gandhi
went to Tikamgarh.
A UNI report from Tikamgarh said that addressing
the youths at Sports Authority of India stadium here, Mr Gandhi said
the service of the youths was needed to bring about changes in politics
and urged them to join the Congress.
Mr Gandhi, who explained the YC
electoral procedures to the youngsters while interacting with them,
said the future of the country will be secured in the hands of youths.
He said the Congress and the YC are not different ideologically and
both should work in tandem.
