PATNA: The state human resource development (HRD) department is gearing up for effective implementation of the Right to Service Act in the universities with effect from August 15.

A meeting of the VCs, pro-VCs and development officers of different universities and the chairman and secretary of Bihar School Examination Board was held here on Wednesday under the chairmanship of HRD principal secretary Anjani Kumar Singh. The meet discussed the details of the provisions of the Act as well as the methodology of speedy disposal of the petitions.

The universities and the school board will have to issue the marks and certificates to students within the prescribed time frame. In universities, the students would approach the controller of examinations followed by the dean of the faculty concerned and ultimately the VC. In case of delay, the responsible person, either officer or assistant, would be penalized as per the provisions of the Act. The official transactions would also be made online, said higher education director Sitaram Singh.

Meanwhile, with a view to expediting payment of outstanding arrears to the serving as well as retired teachers of universities and colleges, the HRD department on Wednesday convened a meeting of the auditors of all the universities at A N Sinha Institute of Social Studies here. The progress of auditing in different universities was reviewed and the auditors were directed to get the relevant papers ready before the proposed camps are held in the universities for disposal of pending cases of arrear payment. The dates of these camps are being finalized.
