Sheila says ST funds not diverted, but here’s proof

NEW DELHI: On a day when the Rajya Sabha witnessed fiery scenes over the alleged diversion of Rs 744 crore from a fund meant for SC/STs, triggering a curt denial from chief minister Sheila Dikshit, it emerged that the government had, indeed, used the money for Games-related projects. These include water supply for the Games village (Rs 3.4 crore) and expenses for the ‘‘cultural segment’’ of the Queen’s Baton Relay (Rs 1.62 crore).
A factsheet released by the National Campaign on Dalit Human Rights and Housing and Land Rights Network claimed that these projects — unrelated to the SC/ST communities — were funded by crores from the Special Component Plan (SC Sub Plan) in Delhi. Compiled from RTI responses of various government departments, civic agencies and an analysis of budget documents of the city government, the NGOs say money was diverted from the SCP for projects executed by the MCD, NDMC, sports and youth department and Delhi Jal Board among others.
The CM, however, flatly told reporters, ‘‘We have not diverted any funds from the SC/ST welfare schemes for the Commonwealth Games.’’ Delhi’s SC/ST welfare minister Raj Kumar Chauhan too said ‘‘not a single percentage’’ of funds had been diverted.
‘‘As per the RTI reply of the state dated June 30, Rs 744.354 crore has been diverted to CWG-related work from the Special Component Fund for SC/ST,’’ countered Miloon Kothari of HLRN
