Srinagar, Feb 12 (PTI) Jammu and Kashmir Governor N N Vohra has called for establishing an effective single window for facilitating an "entrepreneurship-friendly climate" that will help generate employment and enhance economic activities in the state. "A truly entrepreneurship-friendly climate must be created in the state so that the potential entrepreneur is not compelled to face varied harassments in setting up a venture," he said last evening. There is need for a single window clearance for this purpose, he said during his visit to Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) at Pampore. The state's youth possess talents and skills at par with their peers anywhere else in the country and, if given the right environment, they can successfully compete and excel in every arena, he said. The JKEDI must be established as the umbrella organisation which ensures that the entire process for clearance of Detailed Project Reports (DPRs), sanctioning of loans and monitoring of the ventures is carried out in a smooth manner. He called for establishment of an Empowered Task Force, comprising representatives from all core departments, and JKEDI to ensure that all approved DPRs get loans within a specified period of no more than 100 days. He suggested appointment of Nodal Officers to ensure that entrepreneurs do not have to waste months in securing clearances of the concerned district authorities for establishing a unit. The officer, who will help in getting the required clearances and certificates issued within a period not exceeding 60 days, will be answerable only to the Deputy Commissioners, he said.
