New Delhi: GAIL (India) Ltd on Thursday signed term sheets for the supply of natural gas to the Barauni plant of Urvarak Videsh Ltd, and Bhatinda, Panipat and Nangal plants of National Fertilisers Ltd.
The move is expected to reduce the Centre’s fertiliser subsidy burden by about Rs 700 crore annually and also improve fertiliser availability in the vicinity and bridge the demand–supply gap of urea in Bihar, as well as give a boost to agricultural and economic development in the region. It will also reduce the import of urea and increase self-reliance in the urea sector, Union minister for chemicals and fertiliser, Ram Vilas Paswan, said after the signing in ceremony
According to the term sheets, GAIL will supply 2.11 mmscmd gas to the Barauni plant and 0.88 mmscmd, 0.87 mmscmd and 1.03 mmscmd for NFL Panipat, Bhatinda and Nangal plants, respectively. The initial supply date in the case of Barauni is Oct 2012-June 2013 and June 2012 - December 2012 in the case of NFL Fuel Oil conversion plants. The changeover of feedstock from fuel-oil to natural gas is estimated at a cost of Rs1150.75 crore for each unit of NFL, reducing energy consumption considerably.
The contract period is 15 years from the date of commencement of supplies. Gas for the supply will be sourced from sources such as KG Basin block, Nelp blocks and RLNG . While gas will be supplied to the Barauni plant through GAIL’s 1400 km- lines, including spur lines Jagdishpur-Haldia pipeline to be laid at an investment of about Rs. 7000 crore, NFL plants will be supplied gas through GAIL’s 610 km Dadri-Bawana-Nangal pipeline to be laid at an investment of Rs. 2500 crore. The 32 mmscmd Jagdishpur -Haldia pipeline will open up energy corridor for major industrial use by other fertiliser plants and steel plants along the pipeline route.
The revival of the Barauni unit by Urvarak Videsh Ltd co-promoted by RCF, Kribhco and NFL is scheduled to be completed by 2012-13. The conversion of NFL plants is scheduled to be complete by 2011.
The Centre had accorded approval for revival of the Barauni unit of Hindustan Fertiliser Corporation Ltd in October, 2008 through a special purpose vehicle promoted by NFL, RCF and KRIBHCO as joint venture company christened Urvarak Videsh Ltd.

(EVEN FEW PROBLEMS ARE UNIVERSAL.
The former prime minister’s memoir discloses that a “maddening” Mr Brown effectively blackmailed him while he was in No 10. He suspects the then chancellor of orchestrating the investigation into the cash-for-honours scandal.
The pressure on Mr Blair to step aside became so great that he admits he may have become reliant on alcohol as he faced coup attempts from Mr Brown’s supporters. He discloses that he began drinking every day and needed the “support” that alcohol provided.
The memoir povides the first definitive account of the relationship between the two men which dogged the Labour government from 1997.
The former prime minister discloses that some of his biggest mistakes in office were his failure to predict and tackle the boom in asylum seekers and to address the emerging “underclass”.
He discloses his “anguish” over the Iraq war and admits that he failed to predict the “nightmare” in the aftermath of the conflict. But he insists going to war was correct and says he will devote the rest of his life to making amends.
In the postscript, Mr Blair squarely lays the blame for Labour’s landslide general election defeat earlier this year on his successor’s change in strategy.
He asks himself why Labour lost, and replies: “The response, I fear, is obvious. It won as New Labour. It lost by ceasing to be that.”
Mr Blair adds that Mr Brown was not a politician able to handle modern politics, which dissects personality and was uncomfortable in the role of average citizen.
He adds that, had Mr Brown continued New Labour politics, victory would have been possible.
Mr Blair says that his successor failed to make political capital out of the economic crisis. He describes the initial bank bail-out plan as “excellent”.
However, later decisions to increase taxes and abandon Labour reforms proved fatal at the ballot box. He says that “competitive” taxes on income should have been maintained and other levies, such as VAT, raised instead.
Mr Blair finishes the book by urging Labour members not to “slide” or “veer” to the Left now. Ed Miliband and other leadership candidates have been accused of plotting such a move if they win the contest in which voting starts on Wednesday.
“If we take this path, the next defeat will be even more stinging,” Mr Blair warns.
The book also reveals:
* How within days of the cash-for-honours scandal erupting in 2006 he had a private meeting with Mr Brown to discuss radical reforms to pensions drawn up by Lord Turner.
Mr Brown threatened to ensure there was an official Labour investigation in to the scandal unless Mr Blair shelved the plans. The prime minister refused and within two hours, the then Labour Party treasurer gave a television interview which led to the threatened investigation.
Mr Blair says the damage to the party’s popularity and his own was immense.
* Mr Blair’s growing concerns over his relationship with alcohol. He describes how he used to drink a whisky or gin and tonic before his evening meal, then have several glasses of wine. He said he became aware it was “becoming a support”.
Mr Blair writes that while the young drink but go without for days at a time, “as time goes on, it easily becomes a daily habit that our body needs to relax. To compensate for pressure. To stimulate. To make a boring evening bearable.”
* That Mr Brown put “relentless personal pressure” on him. Mr Blair repeatedly considered sacking his chancellor but failed to find anyone to replace Mr Brown.
He eventually concluded that Mr Brown was better “inside and constrained” than “outside and let loose”.
* He still feels “anguish” about the Iraq War and says that he had never guessed “the nightmare” that would unfold after he took the decision to commit British troops to the American-led invasion.
Mr Blair also indicates that he is still haunted by his actions, and vows to try to “redeem” something from the tragedy. He says he will dedicate “a large part of the life left to me,” to working for peace in the region.
He also discloses how American hawks, particularly Dick Cheney, the then US vice-president, were apparently keen to invade other countries in the Middle East, including Syria.
* The former prime minister’s regrets. He says that he and Jack Straw, the then home secretary, were not prepared for the explosion in asylum claims, “which tripled, almost quadrupled” within three years of Labour gaining power. He describes the system as being “broken, incompetent” and not equipped for the modern world.
When leaving office, he also expresses regret over not doing more to tackle the emerging underclass.
* In May 2007, just before Mr Blair stood down, he was approached by David Miliband, the then foreign secretary, who asked whether he should challenge Mr Brown for the Labour leadership.
“What would happen if I went for it?” Mr Miliband asked. “You could win, I think,” Mr Blair replied.
The former prime minister says he thought ambiguities in Mr Brown’s views would emerge during a leadership contest. But Mr Miliband decided not to run.
The memoir also discloses Mr Blair’s private thoughts about some of the figures closest to him in his administration and bizarre encounters with members of the Royal family and foreign leaders.
He describes Alastair Campbell, his spin doctor, as a type of “mad man”. He says Mr Campbell was indispensable in the first few months of government but was soon out of control.
He was “on the edge of a cliff” by the time he resigned in 2003. However, Mr Blair describes the spin doctor as an “almost an alter ego”.
He also muses over the affairs that Bill Clinton and John Prescott were exposed as having during his time in office. Mr Prescott’s major mistake was to cheat with someone he worked with, Mr Blair says.
George W Bush is praised for his intelligence.
An entire chapter is devoted to the death of Princess Diana within months of his election. He says that both he and the princess were “manipulators”.
He describes being ill-at-ease with the Queen in the days immediately afterwards and finding her somewhat “haughty”.

The cabinet is all set to amend the Immoral Traffic (Prevention) Act and criminalise clients who visit sex workers. The Bill is ostensibly being
adopted in the hope of containing human trafficking. Yet in trying to achieve this result by directly targeting the rights of women in the sex industry, the government is heading down a dangerous path.
The new law regards sex work as per se exploitative and enables the police to charge clients who bargain with sex workers for sexual services. Even if the client offers gifts or other consideration to the sex worker, he can be charged under the broad terms of the new law. By implication, sex workers would have to provide their services for free, in order to avoid the application of this provision.
If clients have sex with a trafficked woman, then the client is automatically deemed to be a trafficker. The provision renders all clients liable to be charged until it is established that the sex worker was not trafficked. Given that there is no definition of trafficking in the law, it is impossible to know how this fact is to be established. The Act also renders children and other members of a sex worker's family liable to be removed from the premises. It allows moving against members who are dependent on the earnings of a sex worker.
All of these provisions operate to undermine the life and work of the woman as a parent, caregiver and sex worker. The amendments effectively ban sex work by demanding circumstances that will make it impossible for the woman to function. The impact of these new provisions is a far cry from the original intention of lawmakers to amend the law for the purpose of combating trafficking.
According to the UN Protocol on Trafficking, trafficking is a crime that takes place when a person is moved from one place to another against his or her will into a situation of exploitation. The protocol does not target sex workers or criminalise consensual sexual conduct. Its explicit purpose is to stop the exploitation of migrant labour coerced into moving by deceptive individuals and criminal networks. Its implicit purpose is to encourage states to adopt measures to ensure the safe legal passage of migrants.
In the current context of the dubious 'war on terror', xenophobia and anti-immigration politics of many countries, the possibility of safe legal passage especially for low skilled or semi-skilled labour is limited. Instead, migrants are resorting to smugglers and traffickers to facilitate their movement. The closing down of legal routes merely encourages clandestine movement.
The new amendments neither target trafficking nor protect women. Instead, the reforms are driven by a morally conservative and myopic vision. By criminalising clients, the new law will drive prostitution and sex workers underground. As a result the women will be more vulnerable to abuse and, more importantly, trafficking.
The government is putting a powerful weapon in the hands of the police — to extort money from both sex workers and clients who want to avoid charges.
In the current climate of HIV/AIDS, driving prostitution underground will weaken if not altogether destroy links between vulnerable communities and groups providing information about the virus.
India has the highest rate of HIV infections in the world, which is spreading most rapidly among married, heterosexual women. To enact legislation that will drive the virus further into the realm of illegality is not only an irresponsible act; it is sentencing millions to a life of greater stigma, discrimination and violence.
All of these consequences have been documented in the evaluation of the Swedish law that sought to eliminate trafficking by criminalising the clients of sex workers. While sex workers were pushed off the streets, prostitution did not stop. In fact, trafficking increased, women were denied any legal mechanisms for redress, and tracking HIV infections became virtually impossible.
The Sonagachi Sex Workers' Project in Kolkata has been hailed as a model project for bringing down the rate of HIV infection and stopping child trafficking because of the active participation of the sex workers. Similar projects in Tamil Nadu and Andhra Pradesh, which involve the sex workers and encourage aggressive condom promotion among female sex workers, have also resulted in reduced HIV infections. Such results highlight the need to intensify programmes that create an enabling environment for sex workers to negotiate for condom use and safe sex practices.
The government is turning against the very community whose support is critical in fighting the battle against both trafficking as well as HIV/AIDS.
The moral agenda that is driving these particular reforms is going to help nobody. It will keep the nation ignorant about the causes of trafficking, which is driven by poverty. It will lead to the demand for closing of borders and alienate a community that can be an ally in the fight against HIV.
Instead of going down this destructive route, the government should encourage self-help groups that will monitor trafficking into sex work and organise the community to manage its own health needs including HIV prevention and support. It should enact a comprehensive migration policy, which enables workers to access their rights and legal services to fight any violence that they may experience from employers, clients or co-workers.

adopted in the hope of containing human trafficking. Yet in trying to achieve this result by directly targeting the rights of women in the sex industry, the government is heading down a dangerous path.
The new law regards sex work as per se exploitative and enables the police to charge clients who bargain with sex workers for sexual services. Even if the client offers gifts or other consideration to the sex worker, he can be charged under the broad terms of the new law. By implication, sex workers would have to provide their services for free, in order to avoid the application of this provision.
If clients have sex with a trafficked woman, then the client is automatically deemed to be a trafficker. The provision renders all clients liable to be charged until it is established that the sex worker was not trafficked. Given that there is no definition of trafficking in the law, it is impossible to know how this fact is to be established. The Act also renders children and other members of a sex worker's family liable to be removed from the premises. It allows moving against members who are dependent on the earnings of a sex worker.
All of these provisions operate to undermine the life and work of the woman as a parent, caregiver and sex worker. The amendments effectively ban sex work by demanding circumstances that will make it impossible for the woman to function. The impact of these new provisions is a far cry from the original intention of lawmakers to amend the law for the purpose of combating trafficking.
According to the UN Protocol on Trafficking, trafficking is a crime that takes place when a person is moved from one place to another against his or her will into a situation of exploitation. The protocol does not target sex workers or criminalise consensual sexual conduct. Its explicit purpose is to stop the exploitation of migrant labour coerced into moving by deceptive individuals and criminal networks. Its implicit purpose is to encourage states to adopt measures to ensure the safe legal passage of migrants.
In the current context of the dubious 'war on terror', xenophobia and anti-immigration politics of many countries, the possibility of safe legal passage especially for low skilled or semi-skilled labour is limited. Instead, migrants are resorting to smugglers and traffickers to facilitate their movement. The closing down of legal routes merely encourages clandestine movement.
The new amendments neither target trafficking nor protect women. Instead, the reforms are driven by a morally conservative and myopic vision. By criminalising clients, the new law will drive prostitution and sex workers underground. As a result the women will be more vulnerable to abuse and, more importantly, trafficking.
The government is putting a powerful weapon in the hands of the police — to extort money from both sex workers and clients who want to avoid charges.
In the current climate of HIV/AIDS, driving prostitution underground will weaken if not altogether destroy links between vulnerable communities and groups providing information about the virus.
India has the highest rate of HIV infections in the world, which is spreading most rapidly among married, heterosexual women. To enact legislation that will drive the virus further into the realm of illegality is not only an irresponsible act; it is sentencing millions to a life of greater stigma, discrimination and violence.
All of these consequences have been documented in the evaluation of the Swedish law that sought to eliminate trafficking by criminalising the clients of sex workers. While sex workers were pushed off the streets, prostitution did not stop. In fact, trafficking increased, women were denied any legal mechanisms for redress, and tracking HIV infections became virtually impossible.
The Sonagachi Sex Workers' Project in Kolkata has been hailed as a model project for bringing down the rate of HIV infection and stopping child trafficking because of the active participation of the sex workers. Similar projects in Tamil Nadu and Andhra Pradesh, which involve the sex workers and encourage aggressive condom promotion among female sex workers, have also resulted in reduced HIV infections. Such results highlight the need to intensify programmes that create an enabling environment for sex workers to negotiate for condom use and safe sex practices.
The government is turning against the very community whose support is critical in fighting the battle against both trafficking as well as HIV/AIDS.
The moral agenda that is driving these particular reforms is going to help nobody. It will keep the nation ignorant about the causes of trafficking, which is driven by poverty. It will lead to the demand for closing of borders and alienate a community that can be an ally in the fight against HIV.
Instead of going down this destructive route, the government should encourage self-help groups that will monitor trafficking into sex work and organise the community to manage its own health needs including HIV prevention and support. It should enact a comprehensive migration policy, which enables workers to access their rights and legal services to fight any violence that they may experience from employers, clients or co-workers.

New York: After being the exclusive property of strip clubs and cheap bars, pole dancing is on its way to transform itself into a respectable – and highly athletic – event, by hooting to enter the Olympics!
A group of pole-dance advocates are apparently looking forward for a "test" event in 2012 and later a formal acceptance of the "sport" in the Olympics, reports The New York Daily News.
Leading the Olympic push, KT Coates, a prominent pole dancer in England and director of Vertical Dance, said: "After a great deal of feedback from the pole-dance community, many of us have decided that it's about time pole fitness is recognized as a competitive sport, and what better way for recognition than to be part of the 2012 Olympics held in London."
She added, in a petition she's preparing for organizers of the London Olympics, the prospective sport "has the wow factor."
While her petition now has about 4,000 signatures, she is hoping to add 1,000 more.
According to Wikipedia, "pole dancing is a form of performing art, a combination of dancing and gymnastics. It involves dancing sensually with a vertical pole and is often used in strip clubs and gentlemen''s clubs. A similar pole (Chinese poles) is used in cabaret/circus and stage performance in a non-erotic environment, in which context the style and moves are very different.
"Advanced pole dancing requires significant strength, flexibility and endurance. In a strip club setting, pole dancing is often performed less gymnastically and combined with striptease, Go-Go, and/or lap dancing between performers. The dancer(s) may simply hold the pole, or use it to perform more athletic moves such as climbs, spins, and body inversions. Upper body and core strength are important to proficiency, which takes time to develop."

...good to see they are 'fighting out to be in respectable arena'...This is what I have READ about Bar dancers/ Bar girls in India....there are taboos attached to it but news says if bars has legal licence and located in good place, then these girls are safe(not mentioning JESSICA LAL's CASE) and in week days they do earn less but in weekends they earn good salary...its between 2,000 rs to 50,ooo rs....In a country where poverty, over population, uneducation and unemployment are big problems ....people do need remedies or alternatives!!!... and their human rights intact to live with dignity and earn livilihood...Is government listening???....Can they provide them better opportunities!!???(vibha)

बिहार के लखीसराय जिले में मुठभेड़ के बाद गायब हुए पुलिसकर्मी नक्सलियो की गिरफ्त में हैं। आज नक्सलियों ने पुलिस को पहुंचाए अपने संदेश में कहा है कि यदि गिरफ्तार किए गए उनके आठ साथियों को नहीं छोड़ा गया तो बंधक बनाए गए चारों पुलिसकर्मियों को मार दिया जाएगा।
लखीसराय में बिहार पुलिस और नक्सलियों के बीच मुठभेड़ हुई थी जिसमें आठ पुलिसकर्मियों की मौत हो गई थी और चार गायब हो गए थे। आज नक्सलियों ने पुलिस से कहा है कि गायब हुए जवान उनके कब्जे में हैं। नक्सलियों ने बंधक बनाए गए जवानों को जान से मारने की धमकी दी है।
रविवार को हुई इस मुठभेड़ में बिहार मिल्रिटी पुलिस के छह जवान, कैवैया पुलिस आउटपोस्ट के प्रभारी भुलन यादव और एक अन्य पुलिस जवान शहीद हो गया। मुठभेड़ में 10 जवान घायल हुए हैं।
जिले के रामतालनगर गांव में नक्सलियों की धरपकड़ करने गए सीआरपीएफ, बिहार मिल्रिटी पुलिस व स्टेट ऑक्जीलरी फोर्स के संयुक्त दल पर उन्होंने हमला कर दिया था। एसपी अशोक कुमार सिंह ने टीम के साथ घटनास्थल पर पहुंचकर शव बरामद किए।
उन्होंने बताया कि मुठभेड़ के बाद चार पुलिसवाले लापता हैं और आशंका है कि नक्सली उन्हें अपने साथ ले गए हैं। हेलीकाप्टर से भी लापता पुलिसवालों की तलाश की गई। पूरे इलाके की घेराबंदी कर दी गई है। आईजी (ऑपरेशन) केएस द्विवेदी ने बताया कि माओवादियों ने सुरक्षा बलों से 35 रायफल और कई कारतूस भी लूट लिए। माना जा रहा है कि मुठभेड़ में कई नक्सली घायल हुए हैं।

सतर्कता ब्यूरौ ने झारखंड के पूर्व मुख्यमंत्री मधु कोड़ा और 28 अन्य आरोपियों के खिलाफ एक और एफआईआर दर्ज की है। एफआईआर में कोड़ा पर झारखंड के गांवों में बिजली के तार बिछाने के लिए हैदराबाद की एक कंपनी को ठेका देने में अरबों रुपए का हेरफेर करने का आरोप लगाया गया है। कोड़ा पर धोखाधड़ी और आपराधिक साजिश के भी आरोप लगे हैं।
झारखंड पुलिस के आईजी एमवी राओं ने आज जानकारी दी कि सतर्कता ब्यूरौ ने मधु कोड़ा, राष्ट्रीय जनता दल के नेता गिरिनाथ सिंह व प्रकाश राम और झारखंड राज्य बिजली बोर्ड के तीन पूर्व अध्यक्षों के खिलाफ कल एफआईआर दर्ज कराई।
झारखंड में 23 महीने तक चली मधु कोड़ा की सरकार को राष्ट्रीय जनता दल ने बाहर से समर्थन दिया था। एफआईआर में राजद नेताओं पर हैदराबाद की एक कंपनी को लातेहर, पलामु और गढ़वा जिलों के ग्रामीण क्षेत्र में बिजलीकरण के लिए 467.12 करोड़ रुपए के ठेके दिलवाने के नाम पर रिश्वत लेने के आरोप लगाए गए हैं।
मधु कोड़ा के करीबी विनोद सिन्हा का नाम भी एफआईआर में हैं। ज्ञात हो कि पिछले साल अक्टूबर में प्रवर्तन निदेशालय और आयकर विभाग द्वारा कोड़ा के ठिकानों पर छापे मारने के बाद से ही सिन्हा लापता है। कोड़ा फिलहाल हवाला कारोबार और गैरकानूनी निवेश के मामलों में जेल में बंद हैं।

झारखंड पुलिस के आईजी एमवी राओं ने आज जानकारी दी कि सतर्कता ब्यूरौ ने मधु कोड़ा, राष्ट्रीय जनता दल के नेता गिरिनाथ सिंह व प्रकाश राम और झारखंड राज्य बिजली बोर्ड के तीन पूर्व अध्यक्षों के खिलाफ कल एफआईआर दर्ज कराई।
झारखंड में 23 महीने तक चली मधु कोड़ा की सरकार को राष्ट्रीय जनता दल ने बाहर से समर्थन दिया था। एफआईआर में राजद नेताओं पर हैदराबाद की एक कंपनी को लातेहर, पलामु और गढ़वा जिलों के ग्रामीण क्षेत्र में बिजलीकरण के लिए 467.12 करोड़ रुपए के ठेके दिलवाने के नाम पर रिश्वत लेने के आरोप लगाए गए हैं।
मधु कोड़ा के करीबी विनोद सिन्हा का नाम भी एफआईआर में हैं। ज्ञात हो कि पिछले साल अक्टूबर में प्रवर्तन निदेशालय और आयकर विभाग द्वारा कोड़ा के ठिकानों पर छापे मारने के बाद से ही सिन्हा लापता है। कोड़ा फिलहाल हवाला कारोबार और गैरकानूनी निवेश के मामलों में जेल में बंद हैं।
