Bihar election: Nitish gets 1st grade in survey

Samay's biggest election survey on Bihar Assembly elections 2010


In the biggest election survey, the Chief Minister of Bihar, Nitish Kumar, has passed the acid test with first grade.



Ahead of the Bihar Assembly Elections 2010, one of the biggest poll surveys has been conducted by the national news channel ‘Samay’.

Government on people’s expectation:

Nitish Kumar-led JD(U), BJP coalition government has received thumping response from the people over the issue of its work in the last five-year.

Nitish government has secured 61.92 percent marks out 100 while the NDA government has failed to convince 38.08 percent voters in the state.



In this segment people replied on four questions:

1. Impact on life during last five-year: A total 21, 837 people replied

67.49 % people believe the impact was good
32.51 % people say bad impact

2. Government’s poll promises: Total 22, 000 answer received

60.77 % people think government fulfilled its promises
32.22 % people say government failed to do so.

3. Development in Urban vs Rural areas: 21,9389 entry received

64.36 % people say development works have got momentum in rural areas.
35.63 % don’t think there was any development in rural areas.

4. Role of local representatives:

22,536 people replied to this question.
55.26 % people looked satisfied with the local representatives of Nitish government.
44.73 % people expressed their dissatisfaction.


On the issue of law and order our survey focused on four questions. Nitish got 61.94 percent people supporting him on the issue of improved law and order situation. Police attitude towards public and reduction in the criminalization of politics were some other issues on which our survey asked questions to the respondents. As told earlier, 61.94 percent of people gave thumbs up to Nitish while 38.05 percent felt government performed poorly on these fronts.


On issues of perception of security and rule of law

About 22870 people answered
About 65.87 percent felt that rule of law exists
34.12 feel there is no law and order in the state


On the attitude of police towards people


About 22326 persons responded
58.89 percent respondents are satisfied with police
41.10 percent are unhappy with the state police



On State administration’s role and role of DM, BDO



About 21896 persons responded
55.34 percent feel that state administration’s role is positive while
44.65 percent feel that state administration is a complete failure


On the issue of criminalization of politics

22824 persons responded
67.31 percent felt there has been reduction in the criminalization of politics
32.68 percent felt that there had been no reduction



Experts speak

Participating in the discussion Mr D P Ojha, former DGP of the State conceded that law and order situation has indeed improved. But he felt that criminalization of politics is far from over. Senior journalist Prem Shanker Jha felt that politics and criminals are inseparable and it is the criminals who fund the election. Senior BJP Minister Ashwani Choubey felt that there is remarkable reduction in criminalization of politics.



Health

On the improvement of health condition in the state, our survey focused on two questions. 63.51% people are supporting Nitish government and feel satisfied with the health related work in the state, but the government fails to convence 36.48% of voters.



On the quality of drinking water and its effects on health

22338 people responded
64.79 % people feel satisfied with the quality of drinking water
35.20% people are dissatisfied

On role of Government hospitals

22421 people answered
62.24% people feel that the doctors and treatments in the hospitals are satisfactory
37.75 % are unhappy with the conditions in the hospitals


Experts speak

Participating in the debate, senior BJP leader C P Thakur said that condition of the government hospitals are much better, Shahnawaj Hussein,another BJP leader said that now you can get medicin in government hospital. But Laoo Prasad Yadv poohpoohed the claim and said that many people have died in the state due to dengue. At PMCH there is hardly any means to combat the disease.


Education

On the issue of education system in the state, our survey focused on two questions and the government achieved 59.7 % marks. The Nitish government failed to attain first division in the development of education, as 40.29 % of voters are dissatisfied with the system of education.

22201 people answered
54.87 % are satisfied with the arrangement of education in the state
45.12 % people expressed their dissatisfaction

On the level of education in the state

23431 persons responded
64.29 % feel satisfied
35.70 % are angry with the education

Expert speak

Participating in the debate, senior journalist T. Ramchandran said that level of education in the state has absconded, finance expert M. Choudhary said that the education in the state is shattered. Lalu Prasad Yadav claimed that the professors are abused in Bihar and the education system is devastated in the state. But BJP leader C.P.Thakur said that school education in the state has improved and the state is working on the enhancement of education.



Who will be the leader?

On the measure of voters in the biggest election survey, 66.49 % people are inclined towards the leaders who are sincere and transparent whereas for 33.50 % people, the qualities in the leaders do not matter. Our survey focused on three questions.

On the character of leaders

71.17 % people want a principled leader
28.82 % the qualities in the leader do not matter

On corrupt candidate, impact on result
21384 people responded
57.84 % people keep the corrupt candidate in mind while voting
42.15 % people are not concerned with the character of the candidate

On the affairs of Nitish government
21582 people answered
70.25 % people think Nitish government fulfilled its promises
29.74 % people are unhappy with the affairs of the government



Why it is biggest election survey in the country?

Over 20 thousand samples were collected to know more than 20 questions to gauge the mood of voters. For the first time, every constituencies of the state were included in the survey to give authenticity to the results.

Respondents refused to reply various question but one subject which attracted maximum 23, 431 replies was ‘Education’. So the sample size is 23, 431.
